Introduced Data Digesters Registration Bill (AB 3204)

On 16 February 2024, Data Digesters Registration Bill (AB 3204) was introduced to the General Assembly in the California Legislature. The Bill includes a registration requirement for data digesters, defined as businesses that use personal data to train artificial intelligence systems. The Bill mandates data digesters to register with the California Privacy Protection Agency, pay a registration fee, and provide information regarding their activities. Non-compliance with the registration requirement would result in penalties of up to USD 5’000 per day. The Bill also proposes the creation of a Data Digester Registry Fund to offset the costs of establishing and maintaining the informational website and the costs incurred by the state courts and the agency in enforcing these provisions.
