On 1 January 2024, Bill 36176, amending the Media Act 2008 to impose an investment obligation on streaming services, entered into force. The Law requires large streaming services operating in the Netherlands to invest 5% of their annual turnover in Dutch audiovisual productions. The threshold for qualifying as a large streaming service is an annual turnover of EUR 10 million. Streaming services are allowed to invest in any type of local production, with the exception of sports. Authorities will conduct an annual review of the investments and an overall evaluation of the implementation of the Law after 3 years.
