On 16 November 2023, the Bill amending the Telecommunications Business Act establishing a legal basis for platform self-regulation (Bill no. 2125483) was introduced to the National Assembly. The amendment follows the Government's plan to support platform self-regulation in the private sector, supporting the digital platform ecosystem. The main clauses of this amendment focus on delineating the roles and responsibilities of supplementary telecommunication operators or organisations in carrying out self-regulation duties. These duties aim to establish a trading order, promote innovation, protect users, and develop mutually beneficial cooperation. In addition, self-regulation activities shall provide opportunities for stakeholders, such as users, to express their opinions. Furthermore, the Government shall support private self-regulatory activities through enacting and revising self-regulatory agreements and improving user access to services. The Government may consider reducing the penalties, such as fines, in response to violations of laws and regulations. This consideration would be based on the level of effort and effectiveness of the self-regulatory actions taken.
