On 17 October 2023, the Bill Securing and Regulating the Digital Space, including cybersecurity regulation, was passed by the National Assembly of France. The Bill aims to transpose obligations outlined in the European Digital Service Act (DSA) and the Digital Markets Act (DMA) to align national laws with these regulations. Under the Bill, an anti-scam cybersecurity filter would be established by creating a database containing reported malicious websites identified by victims and reported to administrative authorities. A 5-day grace period would be given to contested sites to challenge their classification as malicious, as long as the site owner can be contacted. French citizens attempting to access such malicious websites would receive a warning message. The Bill will now be submitted to a joint committee of the two Houses responsible for examining and proposing a text on the provisions that remain under discussion.
