United States of America: Implemented Expansion of Export Controls on Semiconductor Manufacturing Items Interim Final Rule (SME IFR)

On 17 November 2023, the US Bureau of Industry and Security (BIS) Expansion of Export Controls on Semiconductor Manufacturing Items Rule of 2023 (SME IFR) entered into force. The BIS imposed additional export controls on semiconductor manufacturing equipment and expanded the license requirements for such equipment. The BIS also introduced a new Temporary General License (TGL) with amended license requirements. Furthermore, the BIS amended the restrictions on US persons to prevent support to advanced PRC semiconductor manufacturing.
