European Union: Adopted recommendation on critical technology areas for the EU's economic security

On 3 October 2023, the European Commission issued a recommendation on critical technology areas in line with the European Economic Security Strategy. The recommendation specifically addresses technology risk and leakage, presenting a list of ten critical technology areas. Among these, advanced semiconductors, artificial intelligence, quantum technologies, and biotechnologies are identified as having the highest potential risks. The recommendation outlines guiding principles for collective risk assessments, emphasising the need to consult with the private sector and maintain confidentiality. The Commission plans to collaborate with Member States through expert forums to conduct comprehensive risk assessments for the specified technology areas.
