Published Second CAC Domestic Deep Synthesis Service Algorithm Filing List including authorisation to offer AI chatbots to the public

On 1 September 2023, the Cyberspace Administration of China (CAC) published the second batch of its Domestic Deep Synthesis Service Algorithm Filing List. Notably, the CAC has authorised Chinese tech firms to offer their artificial intelligence (AI) chatbots to the public, including Baidu, ByteDance, Tencent Holdings, SenseTime Group, Baichuan Intelligent Technology, Zhipu AI, and MiniMax. The CAC highlights that deep synthesis service providers and technical supporters must adhere to the registration, amendment, and deletion procedures outlined in the Regulations on the Administration of Internet Information Service Algorithm Recommendations. The CAC announced the establishment of the Internet Information Service Algorithm Filing System, allowing providers to register, and it serves to store the algorithmic recommendation service and technology used. The published list of filing algorithms for domestic deep synthesis services includes algorithm names, roles, subject names, application products, main uses, record numbers, and explanatory remarks. The new batch lists a total of 110 newly filed algorithms.
