On 1 October 2023, Federal Law No. 408-FZ establishing rules for digital platforms' recommendation algorithms, previously No. 387593-8, entered into force. The Law imposes specific obligations on owners of websites, internet pages, information systems, and computer programs that employ recommender technologies to deliver information. These technologies analyse user preferences to provide personalised content or recommendations. The Law requires these owners to adhere to existing Russian legislation and ensure their practices do not infringe upon the rights and interests of citizens or organisations. Furthermore, website owners must inform users about the utilisation of recommender technologies on their platforms. They are also required to establish and publish rules outlining how these technologies are employed. The content and placement of information about these technologies must follow guidelines determined by the Roskomnadzor. Additionally, the Law grants Roskomnadzor the authority to block recommender technologies and, if necessary, access to the platforms if they are intentionally used for purposes that violate Russian Law, including citizens' rights and legitimate interests. The platforms would be required to comply with the Roskomnadzor order to stop providing information using recommendations within 24 hours.
