On 26 July 2023, Bill No. 387593-8, establishing rules for digital platforms' recommendation algorithms, was passed by the State Duma. The Bill aims to regulate how platforms use personal and behavioural data for recommending content and outlines transparency requirements regarding algorithms operation. In particular, the Bill would require digital platforms to inform users that they use recommendation algorithms, disclose the rules governing the functioning and mechanics of their algorithms and the sources from which they receive the data used in their recommendation processes. Additionally, the Bill grants Roskomnadzor the authority to block recommender technologies and, if necessary, access to the platforms if they are intentionally used for purposes that violate Russian Law, including citizens' rights and legitimate interests. The platforms would be required to comply with the Roskomnadzor order to stop providing information using recommendations within 24 hours.
