Adopted Bill No. 1039149-6 on Amendments to the Federal Law on Countering Terrorism

On 29 June 2016, Bill No. 1039149-6 on Amendments to the Federal Law on Countering Terrorism was adopted by the Federal Council. The Bill introduces amendments to several laws, imposing local data storage obligations in Russia on Internet service and telecommunication providers. Telecommunication providers must store information on the reception, transmission, delivery and processing of information, including voice information, text messages, images, sounds, video or other messages, for 3 years from the date of completion of such actions and 6 months from their transmission, delivery or processing. The Internet service providers are required to store the information for one year from the completion date of such actions and 6 months from their transmission, delivery or processing. Furthermore, Internet service and telecommunication providers are required to provide authorised state bodies with information about users and information necessary for decoding electronic messages.
