Announced Commission Proposal on EU Cyber Solidarity Act

On 18 April 2023, the European Commission proposed the EU Cyber Solidarity Act. The Act aims to strengthen EU capacities to detect, prepare for and respond to cybersecurity threats and attacks by creating a European Cybersecurity Shield and a comprehensive Cyber Emergency Mechanism. The Cyber Shield will be composed of Security Operations Centres across the EU and will be responsible for improving the detection, analysis and response to cyber threats through the use of advanced technology such as Artificial Intelligence (AI) and data analytics. The Cyber Emergency Mechanism will increase preparedness and enhance incident response capabilities in the EU by supporting preparedness actions, by providing financial support for mutual assistance, and by creating a new EU Cybersecurity Reserve consisting of incident response services ready to intervene in case of a significant or large-scale cybersecurity incident. Finally, the proposed Regulation will also establish a Cybersecurity Incident Review Mechanism to assess specific cybersecurity incidents after they occur.
