On 30 December 2022, China’s Ministry of Commerce (MOFCOM), along with the Ministry of Science and Technology (MOST), published a draft update to the Catalogue of Technologies Prohibited and Restricted from Export, under the Foreign Trade Law of People’s Republic of China, for consultation until 28 January 2023. The adjusted Catalogue includes several technologies subject to export restrictions. In particular, prohibited exports include computer network technologies involving state secrets, satellite data transmission and navigation technology. Technologies whose export is restricted concern speech development, recognition and synthesis, password security, high-performance threat detection, information countermeasures, AI interfaces, and personalised information push services based on continuous training data and large-scale distributed real-time computing.
