Adopted DET Standard 290 implementing Executive Order 184 on Foreign Technologies Ban on State-Issued Devices

On 20 February 2023, the Wisconsin Department of Administration's Division of Enterprise Technology (DET) adopted Standard 290 on the Removal of Prohibited Foreign Products. The Standard outlines the State Agencies that are required to comply with Executive Order 184, banning several foreign applications and software from being installed on the state-issued device. The applications that are banned include Tiktok, Huawei Technologies, ZTE Corp, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, Dashua Technology Company, Tencent Holdings, including Tencent QQ, QQ Wallet, and WeChat, Alibaba and Kaspersky Lab. Additionally, DOA-DET is tasked with continuously evaluating different platforms and determining which could present a risk to Wisconsin's information systems and updating the Standard.
