On 9 January 2023, the Governor of the State of New Jersey issued a cybersecurity Directive banning several "high-risk software and services" on state IT infrastructure and networks. The Directive entered into force on the day of signing. The prohibited technologies include Huawei Technologies, Zhejiang Dahua Technology Co., Ltd., Hangzhou Hikvision Digital Technology Co., Ltd., WeChat, Tencent QQ, QQ Wallet, AliPay, Alibaba.com Mobile Apps, Hytera, ZTE Corporation, ByteDance Ltd., including but not limited to TikTok, and Kaspersky Lab. The Directive orders relevant Executive Agencies to uninstall any of the listed software from state devices, prevent access to the software through state networks and prevent their future installation. The New Jersey Cybersecurity and Communications Integration Cell (NJCCIC) and the Office of Information Technology (OIT) will oversee the implementation of this Directive and are tasked with continuously updating the list of "high-risk software" when appropriate.
