Russia: Implemented Law No. 584-FZ on Amendments to the Federal Law on Information, Information Technologies and Information Protection including personal data measures

On 1 March 2023, Law No. 584-FZ On Amendments to the Federal Law on Information, Information Technologies and Information Protection, previously Bill No. 141597-8, entered into force. The Law amends Federal Law No. 149-FZ and establishes a prohibition for several Russian agencies from transmitting personal data through foreign messaging service providers during the provision of state services or fulfilment of government orders. The Law also provides that the Federal Service for Supervision of Communications, Information Technology and Mass Media of Russia (Roskomnadzor) will publish a list of banned foreign messengers.
