Implemented Law No. 584-FZ on Amendments to the Federal Law on Information, Information Technologies and Information Protection banning foreign messaging service providers

On 1 March 2023, Federal Law No. 584-FZ on “Amendments to the Federal Law on Information, Information Technologies and Information Protection” entered into force. The Law amends Federal Law No. 149-FZ by establishing a prohibition for state and municipal authorities, state companies, state and municipal unitary enterprises, public law companies, economic companies for which the state has shares, credit organisations and non-credit financial organizations involved in the national payment system of goods, works, services, property rights cannot use information exchange systems owned by foreign entities in order to transfer payment documents, offer information that includes personal data of citizens or data on money transfers, payments and accounts. The Law also provides that the Federal Service for Supervision of Communications, Information Technology and Mass Media of Russia (Roskomnadzor) will publish a list of banned foreign messengers.
