On 12 January 2023, the Governor of the State of Wisconsin signed Executive Order 184 banning several foreign applications and software from being installed on state-issued devices. Specifically, the Department of Administration's Division of Enterprise Technology (DOA-DET), which is in charge of Wisconsin's information technology assets and the use of technology to ameliorate public efficiency, is tasked with several provisions. DOA-DET is in charge of overseeing the ban of TikTok and "other certain vendors and software" on all state-issued technological devices. These include Tiktok, Huawei Technologies, ZTE Corp, Hytera Communications Corporation, Hangzhou Hikvision Digital Technology Company, Dashua Technology Company, Tencent Holdings, including Tencent QQ, QQ Wallet, and WeChat, Alibaba and Kaspersky Lab. Additionally, DOA-DET is tasked with continuously evaluating different platforms and determining which could present a risk to Wisconsin's information systems. Finally, DOA-DET is required to support enforcing the ban with relevant executive agencies.
