Issued Personal Information Protection Commission fine to Meta Platforms over collection and processing of users' data

On 8 February 2023, the Personal Information Protection Commission (PIPC) issued a KRW 6.6 million fine to Meta Platforms over violations of the Personal Information Protection Act (PIPA). In particular, the PIPC stated that Meta conditioned the access to its services, Facebook and Instagram, requiring users to consent to the collection of behavioural data in order to use the services. Meta collected the users' online activity information that provides information regarding their interests, preferences and tendencies for customised advertisement purposes. The PIPC stated that in addition to the fine, it issued an order requiring Meta to change its data collection practices and allow users to sign up and use its services even if users refuse to provide behavioural information.
