On 28 November 2022, the French Regulatory Authority for Audiovisual and Digital Communication (Arcom), together with five online platforms, Youtube, Facebook/Instagram, DailyMotion, Snapchat, Yubo, and five non-profit organisations signed a Charter aimed at promoting the information and protection of users concerning the dissemination of images on minors on online platforms. Under the Charter, online platforms agreed to improve reporting and detection of content that can cause potential harm to minors, defined as children under the age of sixteen. They also agreed to undertake the prevention of commercial processing of the personal data of minors and facilitate the right to the erasure of their personal data. The CNIL, who was a witness at the signing ceremony, would be monitoring obligations made by the companies under this Charter. This Charter was made under France's 2019 Studer Law, which regulates the commercial exploitation of children on online platforms.
