Proposed requirements for content moderation algorithms regarding non-discriminatory outcomes and transparency towards users, FTC

Senator Edward J. Markey and Congresswoman Doris Matsui introduced a bill into both chambers of the US Congress which would regulate the scope and transparency of content moderating algorithms. Under the bill, platforms would be prohibited from utilising algorithms whose outcomes discriminate against any protected characteristic. Furthermore, the bill requires transparency about the logic of the algorithm towards the users ("in plain language") as well as the FTC ("a detailed record").
