Consultation opened on Amended Enforcement Rules for 2022 Amendment of the Telecommunications Business Act

On 21 June 2022, the Ministry of Internal Affairs and Communications (MIAC) of Japan issued a draft of its proposed revisions of Enforcement Rules of the Telecommunications Business Law and opened a public consultation. In its draft, the MIAC proposes revisions to the Enforcement Rules to correspond to the 2022 Amendment of the Telecommunications Business Act promulgated on 17 June 2022, regarding the information telecommunication services providers have to include in notifications to users and authorities. According to the promulgated Amendment, it would be mandatory for telecommunications services, including online business operators, social networking service providers, and search engine providers, to notify the user in advance or provide opt-out measures concerning the external transmission of uniform resource identifier (URI). The stakeholders are invited to submit their comments until 20 July 2022. Following the consultation, the MIAC will issue the implementation date for the requirements outlined in the Amendment of the Telecommunications Business Act.
