Implemented Communications and Multimedia Act 1998 (Act 588) including quality of service regulation

On 1 April 1999, the Communications and Multimedia Act 1998 (Act 588) entered into force including quality of service regulation. The Act is applicable to any licensee under the Act and any person who provides relevant facilities or services under the Act. The Act mandates network facilities providers, network service providers, applications service providers as well as content applications service providers to reasonably deal with consumers and handle consumer complaints appropriately. Further, the Act grants the Malaysian Communications and Multimedia Commission (MCMC) the power to designate a consumer forum, which would be responsible for preparing a consumer code. The consumer code would include model procedures for different scenarios, for example the handling of consumer complaints, the protection of consumer information, the information provided to the consumer in connection to the service provided or the advertisement of services.
