On 26 March 2021, the Second Law amending the Youth Protection Act, including content moderation regulation, was adopted by the German Parliament. The Law requires large commercial internet services to take structural precautionary measures. The Law requires commercial online service providers with over 1 million users in Germany to ensure age-appropriate content through precautionary measures and parental controls. The Federal Department for Media Harmful to Young Persons will review and supervise compliance with the new obligations. Finally, online service providers are required to implement measures to allow users to report inappropriate and unlawful content. The Law enters into force on 1 May 2021.
