Amendment 14 to the Protection of Privacy Law (5741-1981) is introduced in the Israelian Parliament. The Amendment limits the registration requirement of databases with business purposes to databases containing sensitive data on more than 500'000 individuals, or 100'000 individuals if the data is collected from third parties or used for data brokerage services. The Amendment prohibits data controllers and processors from repurposing data, using a database without the consent of the controller and managing an unlawfully collected database. Moreover, the Israel Privacy Protection Authority (IPPA) is provided with search, seizure and investigatory powers and is equipped with the power to impose administrative sanctions of up to NIS 3.2 million. Finally, the Bill introduces a variety of criminal penalties up to 5 years of imprisonment.
