Implemented decree specifing devices on which Russian programs must be pre-installed

On 1 April 2021, the Russian Government has implemented Decree No. 3704 to enact Law No 425-FZ. The Decree contains the list of Russian programs that shall be installed on technically complex products. The technically complex include wireless communication equipment for home use, personal electronic computers that have two or more functions, pre-installed programs and the ability to install programs from app stores, such as smartphones and tablet computers. In particular, the goods operating on Android and iOS will have to have pre-installed, Yandex, Yandex maps, Yandex.Disk, Mail.ru mail, ICQ, Voice assistant "Marusya", Mail.Ru News, Mail.Ru OK Live, Vkontakte, Odnoklassniki, Portal of public services of the Russian Federation, MyOffice Documents, Applist.ru. The goods operation on Android will have to have MirPay and Kaspersky Internet Security installed. The computers operating on Windows will have to have MyOffice Standard. Finally, the TV sets with a digital control unit will be required to have Yandex, wink, IVI, First, KinoPoisk, OKKO, more.tv, PREMIER, smotrim.ru, НТВ and START.
