On 25 March 2026, the Ministry of Civil Affairs (MCA), Ministry of Industry and Information Technology (MIIT), National Radio and Television Administration, National Press and Publication Administration, and Cyberspace Administration of China (CAC) jointly adopted the Measures for the Administration of Public Fundraising Platform Services (Min Fa [2026] No. 14), published on 30 April 2026 under the Charity Law and repealing the Measures for the Administration of Public Fundraising Platform Services (Min Fa [2016] No. 157) of 30 August 2016. The Measures apply to radio and television broadcasters, newspapers and periodicals, network service providers, and telecommunications operators that provide platform services for charitable organisations conducting public fundraising. Platform operators must verify the charitable organisation's registration and public fundraising qualification certificates, confirm filing of the fundraising plan with the civil affairs department, refrain from receiving donated assets, sign agreements specifying rights and obligations, report violations to the registering civil affairs department, retain certificate copies for at least 2 years and fundraising records for at least 3 years, and display a risk-prevention notice on personal help-seeking information clarifying that it does not constitute charitable public fundraising. The Measures will enter into force on 1 May 2026.
