On 22 March 2026, the Chinese Ministry of Civil Affairs, Ministry of Industry and Information Technology, and State Cyberspace Administration jointly adopted the Measures for the Administration of Internet Public Fundraising Service Platforms, including cybersecurity regulation. The Measures will apply to internet public fundraising service platforms operating in China. The Measures will require platforms to attain Multi-Level Protection Scheme (MLPS) Level 3 or higher and obtain an information system security management and protection filing certificate from public security authorities, and to comply with national laws and regulations on cybersecurity, data security, and personal information protection. Platforms will be required to establish network information security systems covering user registration, account management, information release review, personal information protection, homepage display rules, and complaint and reporting channels, and to display these rules in a prominent location on the platform. Platforms will also be required to refrain from producing, copying, publishing, or transmitting information prohibited under Chinese law, to take measures to prevent and resist the production and dissemination of unlawful information, and, on detecting prohibited content, to immediately stop transmission, take removal and disposal measures, preserve the relevant information, and report to the State Cyberspace Administration and the Ministry of Civil Affairs. The Measures will enter into force on 1 May 2026.
