European Parliament, Council of the European Union and European Commission adopted One Europe, One Market Roadmap

On 24 April 2026, the European Parliament, the Council of the European Union and the European Commission signed the One Europe, One Market Roadmap. The Roadmap sets out a non-binding interinstitutional commitment to advance Europe's competitiveness across 5 strategic building blocks, namely simplifying rules, integrating the Single Market including by removing the 10 most harmful barriers, championing trade, reducing energy prices and decarbonising, and driving the digital and AI transformation. Under the digital and AI transformation block, the Roadmap lists specific legislative and policy initiatives with target dates for agreement, including the Digital Networks Act, the Cloud and AI Development Act, the EU Cybersecurity Act, the Chips Act 2, the Quantum Act, the Digital Euro, the European Business Wallet and AI Gigafactories. The Roadmap also lists Omnibus VII on digital and AI simplification under the simplifying rules block. The European Parliament, the Council of the European Union and the European Commission will meet on a quarterly basis to review progress against the Roadmap, with full delivery of the listed initiatives targeted by the end of 2027.
