On 5 May 2026, the Ministry of Communication and Digital closes the consultation on the regulation on the procurement of information and communications technology (ICT) hardware and software for an electronic-based government system (SPBE). The proposed framework would apply to all central agencies and regional governments nationwide. It provides that agencies should prioritise the optimisation or development of existing ICT assets before initiating new procurement. Where procurement is undertaken, it would need to comply with existing public procurement rules for goods and services, with budgets subject to applicable national or regional budget regulations and an SPBE expenditure clearance process. The draft also sets out a five-step quality control process upon receipt of procured assets, receiving, verifying, recording, testing, and confirming intended use, and requires that related activities be documented in a centralised electronic system provided by the Ministry.
