On 23 April 2026, the Council of the European Union adopted its 20th package of sanctions against Russia. The package introduces measures concerning Russia’s military-industrial complex. It designates 58 companies and associated individuals involved in the development and production of military goods, including drones. It also includes the designation of 16 entities based in China, the United Arab Emirates, Uzbekistan, Kazakhstan, and Belarus in connection with the provision of dual-use goods or weapons systems to Russia. In addition, 60 entities are made subject to export restrictions on items that may contribute to the technological development of Russia’s defence sector. Some of these entities are located in third countries, including China (and Hong Kong), Türkiye, and the United Arab Emirates.
