China: Ministry of Industry and Information Technology, Ministry of Public Security, and Ministry of Transport announced measures to strengthen intelligent connected vehicle supervision

On 14 April 2026, China’s Ministry of Industry and Information Technology, Ministry of Public Security, and Ministry of Transport announced measures related to the supervision of intelligent connected vehicle road testing and demonstration applications. The measures apply to enterprises engaged in autonomous driving testing and emerging robotaxi deployments. The authorities called for local self-assessments, correction of identified risks, and end-to-end supervision of testing activities. They also announced plans to develop a three-level technology maturity and safety evaluation system at national, local, and enterprise levels, alongside emergency response capabilities and regulatory frameworks for liability and safety management.
