China: Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services including data protection regulation enter into force

On 15 July 2026, the Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services enter into force. The Interim Measures require providers to sign service agreements with users, collecting age, guardian, and emergency contact information. Providers must adopt data encryption and access controls to protect user interaction data and must not share such data with third parties except as permitted by law or with rights holder consent. Users must be provided options to copy or delete chat records and other historical interaction data. Providers must not use interaction data constituting sensitive personal information for model training without separate user consent. Processing personal information of minors under 14 requires parental or guardian consent, and providers must conduct compliance audits on such processing.
