On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services. The CAC is responsible for coordinating national governance and supervision of anthropomorphic interaction services, with provincial cyberspace authorities coordinating within their administrative regions. Providers must conduct security assessments and submit reports to provincial cyberspace authorities upon launch, introduction of new technologies causing major changes, or when registered users reach one million or monthly active users reach 100'000. Provincial cyberspace authorities must conduct annual written reviews of assessment reports and may carry out on-site inspections. Providers must complete algorithm filing procedures under the Provisions on the Administration of Algorithmic Recommendations in Internet Information Services, subject to annual verification by cyberspace authorities. The CAC is directed to guide the development of an artificial intelligence sandbox security services platform. The Interim Measures will enter into force on 15 July 2026.
