Cyberspace Administration of China and four co-issuing authorities adopted Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence including prohibition of services

On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence. Article 14 of the Interim Measures prohibits providers of anthropomorphic interactive services from providing virtual relative or virtual partner services to minors. Article 8 prohibits providers from generating content that excessively caters to users so as to induce emotional dependence or addiction, uses emotional manipulation or other means to induce users to make unreasonable decisions, encourages or glorifies self-harm or suicide, or uses verbal abuse or other forms of violence. Article 10 prohibits providers from using services that replace social interaction, control user psychology, or induce addiction as their service objectives.
