Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence including organisational requirement enters into force

On 15 July 2026, the Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence entered into force. Article 9 of the Interim Measures requires providers of anthropomorphic interactive services to establish and improve management systems covering algorithm mechanism review, technology ethics review, information content management, network and data security, risk contingency plans, and emergency response, and to equip themselves with content management technical measures and personnel appropriate to the type, scale, and characteristics of the services and users. Article 21 requires providers to improve user appeal and public complaint and reporting mechanisms, set up convenient and effective appeal and complaint and reporting channels, clarify processing procedures and feedback time limits, and promptly accept, process, and provide feedback on outcomes.
