China: Cyberspace Administration of China and four co-issuing authorities adopted Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services including design requirement

On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Anthropomorphic Artificial Intelligence Interaction Services. Article 10 requires providers of anthropomorphic artificial intelligence interaction services to possess security capabilities including protecting user privacy and personal information, providing early warnings of excessive dependence risks, guiding emotional boundaries, and protecting mental health, and prohibits providers from using services that replace social interaction, control user psychology, or induce addiction as their service objectives. Article 14 requires providers to establish a minor mode incorporating personalised safety settings options including regular real-time reminders, usage time limits, and support for guardians to receive safety risk reminders, block specific roles, and restrict recharge and consumption. Article 18 requires providers to dynamically remind users through prominent means such as pop-up windows if they are identified as overly reliant on or addicted to the service, and to issue usage time reminders after two continuous hours of interaction.
