Cyberspace Administration of China and four co-issuing authorities adopted Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence including data protection regulation

On 10 April 2026, the Cyberspace Administration of China (CAC) and four co-issuing authorities adopted the Interim Measures for the Administration of Humanised Interactive Services Based on Artificial Intelligence. Article 16 of the Interim Measures requires providers of anthropomorphic interactive services to implement data property rights systems, apply data encryption and access control measures to protect the security of user interaction data, and prohibits providers from providing user interaction data to third parties without lawful basis or the explicit consent of the rights holder. Providers must not use interaction data constituting sensitive personal information for model training without the user's separate consent. Article 17 requires providers to obtain parental or guardian consent before processing the personal information of minors under the age of fourteen, and to conduct or commission compliance audits of their handling of minors' personal information.
