Ministry of Education and Training adopted Regulation on electronic textbooks

On 6 April 2026, the Ministry of Education and Training adopted the Regulation on standards and procedures for converting printed textbooks into electronic textbooks. The Regulation applies to publishing organisations undertaking such conversions and requires that all server infrastructure storing user data be located in Vietnam and operate under a Vietnamese internet domain name. Converting units must also comply with national cybersecurity regulations and protect the personal data of students and teachers in accordance with Vietnamese law, including conducting a personal data processing impact assessment as part of the mandatory piloting process. Beyond data governance, the Circular requires converting units to preserve the pedagogical integrity of the source material, meet technical standards, including accessibility and cross-platform compatibility, and submit sample textbooks for appraisal by a newly established National Council.
