European Commission opened consultation on Implementing Regulation on interoperable identification and authentication mechanism for exchange of personal electronic health data

On 9 April 2026, the European Commission opened a consultation on the Implementing Regulation on interoperable identification and authentication mechanisms for the exchange of personal electronic health data, until 7 May 2026. The Regulation applies to Member States, national contact points for digital health, health professionals, and healthcare providers using the MyHealth@EU platform. It requires Member States to define and notify national sets of healthcare attributes by 26 March 2028, and obliges health professionals and healthcare providers to identify patients and authenticate themselves before requesting cross-border data exchanges, using electronic identification means meeting at least assurance level "substantial" under the electronic Identification, Authentication and Trust Services (eIDAS) Regulation, rising to "high" by 2030 for patients and 2032 for health professionals. Citizens will also be able to store their healthcare attributes in a European Digital Identity Wallet from 26 March 2029.
