On 10 April 2026, the European Commission published Snapchat's hate speech moderation report under the code of conduct on countering illegal hate speech online, covering the period from 1 July to 31 December 2025. The report focuses on all user-generated content on Snapchat across all European Union (EU) member states, where hate speech is explicitly prohibited under Snap's community guidelines, which were updated to add clarification on prohibited conduct and protected characteristics. Snap's moderation framework combines machine learning, rules-based systems, and keyword detection with human review by a trust and safety team providing 24-hour global coverage in all official EU languages. Proactive automated tools accounted for approximately 0.87% of total hate speech enforcement actions in the EU during the reporting period. Of 465 appeals received from EU users, 454 were upheld, and only 11 accounts were reinstated, with a median processing time of approximately one day. Notably, no hate speech was identified on Snapchat during the 2025 monitoring exercises, which Snap attributes to its safety-by-design approach and platform architecture.
