On 3 April 2026, the Cyberspace Administration of China (CAC) opened a consultation on draft Administrative Measures for Digital Virtual Human Information Services until 6 May 2026. The draft Measures apply to organisations and individuals providing internet information services to the public within the territory of the People's Republic of China through digital virtual persons. They would require providers and users of digital virtual human services to respect intellectual property rights and business ethics. The creation of digital virtual humans using others' literary, artistic, photographic, musical, audiovisual, or other works or products would be prohibited where it infringes upon the intellectual property rights legally enjoyed by others. The use of digital virtual humans by various entities would similarly be prohibited where it infringes upon such rights.
