On 6 May 2026, the Cyberspace Administration of China (CAC) closes the consultation on draft Administrative Measures for Digital Virtual Human Information Services including performance monitoring requirement. The consultation had been opened on 3 April 2026. The draft Measures apply to organisations and individuals providing internet information services to the public within the territory of the People's Republic of China through digital virtual persons. They would require providers to establish mechanisms for monitoring, early warning, and emergency response to security risks of digital virtual human services. Upon discovery that a user is engaging in illegal activities through digital virtual human services, providers would be required to take timely measures including dynamic identity verification, warnings, function restrictions, and service termination. Upon discovery of a significant risk, providers would be required to immediately suspend or terminate the digital virtual human service, deregister the digital virtual human, and eliminate the impact.
