On 3 April 2026, the Cyberspace Administration of China (CAC) opened a consultation on draft Administrative Measures for Digital Virtual Human Information Services until 6 May 2026. The draft Measures apply to organisations and individuals providing internet information services to the public within the territory of the People's Republic of China through digital virtual persons. They would require digital virtual human service providers to sign service agreements with technology supporters and service users, clearly defining rights and obligations related to content security and standards for data collection, use, and storage. Providers would be required to establish mechanisms for users to file complaints and reports, set up convenient access points, and promptly process and provide feedback on results. They would further require providers to equip themselves with technical capabilities and personnel commensurate with their business scale and to record and retain log information.
