Cyberspace Administration of China opened consultation on draft Administrative Measures for Digital Virtual Human Information Services including content moderation regulation

On 3 April 2026, the Cyberspace Administration of China (CAC) opened a consultation on draft Administrative Measures for Digital Virtual Human Information Services until 6 May 2026. The draft Measures apply to organisations and individuals providing internet information services to the public within the territory of the People's Republic of China through digital virtual persons. They would prohibit the generation or dissemination of content that endangers national security, incites subversion of state power, promotes terrorism or extremism, violates core socialist values, spreads obscenity, pornography, gambling, or violence, or infringes the legitimate rights and interests of others. Providers and users would be required to take measures to prevent the generation or dissemination of content containing sexual innuendo, bloodshed, horror, cruelty, or incitement to discrimination. Service providers offering network information content dissemination services would be required to establish content orientation management systems, optimise content review and account management mechanisms, and promptly handle illegal and harmful information.
