Brazil: Chamber of Deputies passed urgency request for Bill on systemic relevance in digital markets and creation of the Superintendence of Digital Markets (PL 4675/2025) including interoperability requirement

On 18 March 2026, the urgency request for the Bill on systemic relevance in digital markets and creation of the Superintendence of Digital Markets (PL 4675/2025), including interoperability requirement was passed by the Chamber of Deputies. The Bill will now bypass thematic committee analysis and go to a plenary vote in the Chamber under a compressed timeline. The Bill requires undertakings designated as of systemic relevance to guarantee interoperability by providing free and effective mechanisms that enable their infrastructure to connect with third-party services, products, or offers. It also obliges these undertakings to ensure that users have access to tools for the transfer of data at no cost and to allow the installation and removal of third-party applications, ensuring that digital ecosystems remain open to competing products and services.
