They also specify that policies should not introduce unauthorised approval requirements, grant exclusive operating rights, or interfere with prices determined by market mechanisms. The State Administration for Market Regulation oversees the framework, while local market regulation authorities are responsible for implementation at the regional level. The measures further outline processes for consultation, review, and the handling of non-compliant policies.
