On 24 April 2026, the State Administration for Market Regulation closes the consultation on draft implementation measures for the fair competition review regulations, with submissions accepted. The draft measures propose adjustments to the existing framework, including provisions intended to enhance the application of the fair competition review system and address barriers affecting the functioning of the national market. Among the proposed changes, a new Article 49 would extend the scope of review to cover procurement and investment activities carried out by enterprises or public institutions on behalf of government authorities. In addition, Article 15 would be revised to restrict requirements that only allow in-person registration or the physical submission of tender documents in government procurement procedures.
