Russia: Ministry of Digital Development opened consultation on draft Law on Fundamentals of State Regulation of the Fields of Application of Artificial Intelligence Technologies including organisational requirement

On 18 March 2026, the Ministry of Digital Development opened a public consultation on the draft Law on Fundamentals of State Regulation of the Fields of Application of Artificial Intelligence Technologies until 15 April 2026. The draft would require artificial intelligence system operators to appoint persons responsible for ensuring the safe functioning of facilities using artificial intelligence. Artificial intelligence service owners whose services are accessed by more than 500'000 internet users located on the territory of the Russian Federation within a 24-hour period would be required to fulfil obligations under Article 10.1 of Federal Law No. 149-FZ of 27 July 2006 "On Information, Information Technologies and the Protection of Information". Artificial intelligence service owners would also be required to introduce mechanisms restricting the creation of information material contrary to the legislation of the Russian Federation using the artificial intelligence service.
