On 18 March 2026, the Ministry of Digital Development opened a public consultation on the draft Law on Fundamentals of State Regulation of the Fields of Application of Artificial Intelligence Technologies until 15 April 2026. The draft would require artificial intelligence system operators to ensure technical maintenance and monitoring of the functioning parameters of facilities using artificial intelligence, to immediately suspend the operation of such facilities upon identification of a threat of harm to the life or health of citizens, the security of the state, or the property of natural persons or legal entities, and to record incidents connected with the functioning of facilities using artificial intelligence. Authorised federal executive bodies would carry out continuous monitoring and analysis of the consequences of the application of artificial intelligence technologies on the basis of data received from artificial intelligence system operators, including collection of information on incidents, threats, and information security risks, assessment of the scale and nature of negative consequences, and forecasting of the emergence of threats and risks.
