Guaranteeing and Upholding Americans' Right to Decide Responsible AI Laws and Standards Act (GUARDRAILS Act) was introduced to House of Representatives

On 20 March 2026, the Guaranteeing and Upholding Americans' Right to Decide Responsible Artificial Intelligence (AI) Laws and Standards Act (GUARDRAILS Act / HR 8031) was introduced to the House of Representatives. The Act would repeal the Executive Order entitled "Ensuring a National Policy Framework for Artificial Intelligence", issued on 11 December 2025, which aims to establish a moratorium on state-level AI policies. The Act would render the Executive Order void and prohibit the use of federal funds to implement, administer, enforce, or carry out the Executive Order. The sponsors aim to preserve the authority of states to enact AI-related regulations. The Act was referred to the House Committee on Energy and Commerce and the Committee on the Judiciary.
